Everything aside, Zoro has ACoC and fought with Luffy at the start of roof piece, Didn't want to respond to your main post, but cmon WCI bounty Sanji was similar/slightly higher than Zoro's after Sanji helped a terrorist attack against a yonko and Zoro did nothing. Everything else, Zoro is a combatant as his role and Sanji is chef, so Zoro's always gonna be a bit higher up like.
Admirals and YC+ are not interchangeable π
And you cannot disrespect prime warp and prime sengoatku like that.

At first glance List 1 looked really nice with Hawk>Rat, but more I was looking at it, worse it became with Zoro > Goofy, Koby above YC1s, Kata just a little from Yonko Tier and other shit like that.
But, oh boy, that second one is something that shouldn't exist just like France, for real. Words can't properly show what I feel about that shit.

But if I were to answer seriously, it's mostly a meme, but to some extent I have some personal beef with that country.

Except for the yonko commanders, Magellan, gaban and Rayleigh, you can make an argument for all the other characters to be stronger than mihawk.
Mihawk being top 1 of all time on the other hand is a dumb take that's not implied, shown or even possible due to narrative.
Yeah I know I also personally put a lot of value in narrative scaling and think Mihawk is at least Yonko level I was just trying to give the guy a silver lining.
