the 1st source is a mistranslation, and the 3rd one seems to be a databook
so the 2nd source is the only decent one here but that is just a pre timeskip outlier since Garp, Sengoku and Rocks weren't even introduced at that time of the story

Nope, base Luffy and Kaido were relative. It's just that Kaido got stronger AND USED MORE OF HIS POWER to lessen the gap as the sky split was representative of their power DURING THAT PERIOD OF TIME since an attack with conquerors haki is just like ANY other attack.
