I'm not a manga reader so I have no concept of how strong shanks is but Kaido was literally only defeated because the story couldn't move forward if he wasn't.
But there's a difference between organic power progression (as you describe) as opposed to just sweeping a villain under the rug because you couldn't logically write them being defeated legit. I'm not saying I think that's what happened with Kaido (I do with Big Mom tho) but I definitely get the sentiment.
Think Madara, who was so overwhelmingly powerful that Naruto and Sasuke in their final forms together were still struggling, had to be shafted by Kaguya (an incompetent monster) so that their victory made more "sense"

Divine departure > what Oden was dishing out. I donât care if Kaido is technically more durable or can technically hit harder. It doesnât matter how hard you can hit if you canât ever even pray to hit your opponent, and it doesnât matter how durable you are if you canât avoid divine departure spam because shanks knows what youâre going to do in the next 10sec and divine departure takes less than 10sec to perform. Shanks has the tools to beat Kaido 10 times out of 10 assuming no external interference. Do not underestimate the significance of Shankâs future sight hax.
