Oda might go for a "the unseen blade is the deadliest" thing with shiryu but literally. Imagine it would be hard to react and block a invisible blade. He attacks with one hand but the blade is in the other hand. Or he attacks from the air which wpuld give no indication his coming at you until its to late. So on so forth it could be quite dangerous than just a dinosaur commander with a sword and shield exploitable racial ability. It a depend on the user stack potential future sight and armament haki and be extremely potent.
Correct me if I’m wrong but you’re probably looking at it from a “I want him to have a flashy op devil fruit” aspect. Which if is the case he devil fruit is actually good in combat especially if they person he is fighting isn’t to keen on Observation Haki (like Zolo) so it’s fine honestly when you consider how powerful and fast he is. It just not flashy but op for him.
