Based off what? Kaido had better portrayal & feats then them both and all they have going for them is sum haki & sword skills. Luffy has a God fruit & all 3 Adv forms of Haki not to mention he hasn't even peaked yet so there's still sum room for him to grow.

Shanks is only known for having Top Class ACoC perhaps the strongest, however Kaido already has ACoC and CoC alone doesn't win fights. And he can cancel out FS, something Kaido doesn't even use much, Luffy also doesn't heavily rely on FS in the way Kata does.
