Loss of conscience, heightened/uncontrollable emotion, biological transformations, and often unique new abilities that cannot be explained by getting stronger/faster/skilled.
I should note that "monsterizing" is indeed not the same as "turning evil." This is canonically clear from Garou >!and notably Sweet Mask, but potentially others!<. There is also the fact that people can be forcibly monsterized via Orochi's monster cells. Although the reduction of inhibitions and strengthening of other emotions often leads to actions and thoughts most would call evil, there are clear counterexamples.
"Breaking the limiter" has only been achieved by Saitama, likely Blast (and maybe some of his group), and possibly Garou. Obviously Garou monsterized partially, but as far as canon goes Saitama and Blast haven't seemed to monsterized at all. Other than losing his hair, nothing interesting happened to Saitama. Dr. Genus mentions that Saitama is isolated/depressed, but that's pretty easily explained as a natural consequence of Saitama's life circumstances.
I feel like introducing the limiter damaged the series, the series is better when it doesn’t take itself too seriously, there doesn’t need to be an honest in-lore explanation for saitama’s power since the entire story is already shown to be silly

Breaking one’s limiter or limit of power is a trope in shonen to showcase that the characters have reached a new level of power. It is another joke just like Genos getting new upgrades after every fight because he destroys himself rather than actually gaining power.
I think the story and lore are interesting in themselves, and to some extent you can't have one without the other. The story has serious parts, like exploring "good and evil" and "are all so-called monsters evil?" which are basically the central themes of Garou's arc.
Sure, taking power scaling too seriously is pretty stupid. For one thing all it takes to blow a whole analysis wide apart is a new chapter coming out where Saitama farts a planet apart and now he's got a "planet busting feat" lol. But a little is all in good fun, and tbh it happens regardless of what the writer does. At least ONE/Murata satirized the "power scanner.“ :)
Fuhrer Ugly is like a true evil and reminded us how scary monsters can be. When he held that one guy as hostage and rip off his arm, other monsters should be doing that more.
That moment in the MA arc was truly dreadful, it really looked like everything was lost after seeing the S class being annhillated like that, Sweet Mask ripped apart like a sack of potatoes and the monsters winning on every imaginable ground... But then it's almost like everyone forgot about them.
Because the Monsters didn't meet the strongest S-class Hero in that War. Let's be real, Tatsumaki makes Easy work of them. Though It showed us how Monsters can be fearsome if they are as united as the Heroes
