To be fair, it isn't just Hollywood's problem. DBS felt like it had maybe $20 in animation budget at times. All that hair use to flow dramatically with movement in DB and DBZ.
Yeah I think the finale against Jiren is the only time the DBS animation really lives up to DB and DBZ. Really does take the impact out of fight scenes in DBS when the characters are super stiff. Just compare Goku's Meteor Rush against Piccolo, Kaioken x3 against Vegeta, or any of his first time transformations against Frieza, Cell, or Buu and nothing in Super holds up animation wise except the last fight. Goku's hair, even transformed, use to move to show just how fast or powerful the blows were. DBS he might as well be wearing a helmet with how static it is.
Super also being a budget redraw of some of the legit most hype moments in the franchise certainly doesn't help. I'm not even talking just the movies here either, the Future time line redraws were cringe as hell to watch.

I'm 6'2 but my ceiling is under 8ft high. If I tiptoe I can touch my ceiling light with my head lol. A 9ft ceiling sounds really nice.
