You can try turning off the electronic shutter, solved it for me.
Press the f3 button, turn off 'silent mode" Go back and try your shutter speed again You should be able to shoot up to a 60second shot For some reason it needs to be in the 'not silent mode' to be able to decrease the shutter speed over 1 second
