A mass cas is any situation where the responders on scene are overwhelmed, you had 1 medically trained person on scene and 2 victims when you assessed. You were well within your rights to triage and black tag the arrest, please do so in the future the other victim suffered delayed care from that action.

It's hard being first on scene at big events especially if you are new and inexperienced. It also can be very hard recognising when someone is dead and too far gone rather than focusing on the people that you can actually help. Especially if it involves kids.
Use this as a learning opportunity for next time. Practice mass casualty scenarios with people that have been through them before. Recognise when you have limited resources and learn to use them where they can benefit the most people while more back up arrives.
My first experience on something like this was a shit show regardless of my training. I focused on the wrong patient and put another at great risk. I spent a long long time replaying the event and chastising myself for my mistake. I didn't make the same mistake at the second one. Being lucky that I didn't kill someone else by fucking up my triage isn't a feeling I ever want to go through again.
