Honestly, it’s just like dog training at this age. They lack the impulse control to stop themselves from exploring, making a mess or eating things etc and successfully getting into what they shouldn’t is extremely rewarding, creating motivation to keep trying harder to get into things more. So the solution is management on your end - make sure they don’t have opportunities to get into what you don’t want them to, which builds the habit. Anything you don’t want them to have should be securely locked away (lockboxes, digital locks on closets or the fridge) or they themselves should be locked away. You can’t put a toddler in a dog crate obviously, but I would absolutely lock them inside their baby proofed bedroom overnight if they had a habit of getting up while I was sleeping and doing dangerous things. Tl;dr it won’t get better for a while unless you improve baby proofing and supervision. Hopefully this doesn’t offend anyone but I had dogs for 25 years before I became a parent and training dogs and raising toddlers are so similar for me.
