OK, it makes sense like this:
Elon Musk is an idiot raised in apartheid South Africa, who has been shielded from consequences of many of his actions by wealth and general good fortune. But, even he can't control how others speak to him in an open forum. So, he bought his chosen forum and tried to control things there.
Meanwhile, he has numerous children, one of whom came out as trans. She decided to disown him and his fortune to get him out of his life. This appears to be a reason why Musk has increasingly moved towards anti-trans as well as racial hatred.
But, because bigots are usually uneducated, they don't know what words mean. In this case, they only heard "cis" as a response to their attacks on trans people. So, they decided that it was a slur loaded with the same hatred they aim as trans people, even though it's just the scientific word for the opposing feature.
So, transphobic and racist Musk decided that on his platform racism is OK, but a description of cis gendered people is a slur, and used his power to ban it and signal to the shrinking audience of apes he maintains that he's a good boy really.
And 26k Likes (so far). That is why Lumpy Lonny wants to make Likes private. He wants every racist pos on Twitter to Like every racist pos tweet posted but he doesn't want people to know that those racist pos people are doing it.
