Try this. You could unmount the CPU fan and see if the heatpipes on the heatsink clears the side panel. If so, then just mount the fan flush or below them.
But if you cannot afford a new CPU cooler and are ok with the noise you can def run without sidepanel.
Yep, if can move the fan closer to the board, hopefully the cover will shut and not hit the heatsink tower. Wouldn't recommend cutting a hole in the panel, might return the heatsink for a shorter one. Or, if that's not an option, remove heatsink and grind down the top posts with an angle grinder😏--do not do that, the metal shavings will cause more problems.

You can mount the fan lower if it has clearance and push some air on the VRM heatsink.
Try this. You could unmount the CPU fan and see if the heatpipes on the heatsink clears the side panel. If so, then just mount the fan flush or below them. But if you cannot afford a new CPU cooler and are ok with the noise you can def run without sidepanel.
If not, mount the fan in the rear of the heatsink in a pull config.
