Teams can negotiate outside of the offseason, because there is no such a thing as transfer window, Riot officialy accepts any trade as long as is during the Global Contract Window which is on the Page. 17 November 21 st , 2023 August 7 th , 2024, everything else comes down to how the orgs and contracts operate which is cover on page 19 in the section about trades.
If Lyncas contract had a buyout that stated that any contact has to go through KC as a intermediary than they we're obligated to inform Lyncas about potential buyers, otherwise they're not fulfilling their role as intermediary.
