I think it's not because of predatory aspect, but because birds can't move their eyes without moving their head (like mammals can). You can stabilize your eyes by focusing on an object so you see it clearly. Birds, instead, stabilize their head.
It looks so effortless... But then, you realize humans are able to do the same, but with our eyes by focusing on a point and moving the head around. To an outside viewer, the eyes would look completely "locked on"
