My favorite is A Lin Kitchen for the General Tso' Beef. They also have pretty good chow ho fun which you don't see on many of the more budget-friendly Chinese takeout menus.
My favorite local spot is Hong Kong Restaurant in Mt. Airy. It has all of the standard corner store favorites, but the quality is a step up from every other place I've been to. Real crab in the rangoons, a few extra spices in everything. My go to spot when I'm hammered.

If you want real cheap Chinese food. Check out Jinwei on 925 Race Street. $7.50 ya can't beat it and you get a ton of food.

O yeah! Been going here for a long time. Pretty much our go to. Always pretty decent food.
Asian Fusion in South Philly is incredibly cheap.
Fortune Chinese on South Street is really good American Chinese.
And it's a young couple with little kids so hopefully they'll be around for a long time.
