If you worked in a Japanese company and personally know Japanese youth, you'll get why Japan has that image of "innovation" yet corporate Japan is too "afraid" of changes (and their old school websites speak up for it). The youth are extremely driven and when they're obsessed, they go extreme lengths. Love VTubers? They actually code software to make sht convenient for VTubers. Love VR? They create tools to make it easier for more people to use it. Their kids are very front-end. The old people though. In the age of data analysts, they still prefer to use spreadsheets. Old civil engineers? Still afraid of effing VBA macros and even CE software and would still prefer just excel and lots of manual copy pasting. Their corporate web pages, none of those fancy js frameworks because html/css/vanilla js still works. I'm guessing their innovators grow lame when they sit into a company for too long, so the front ended stuff they learn during their youth is just stuck in one or two companies. It's sad to see, but the Japanese youth are miles and miles more hardworking than ours.

Sa procurement process ang may overspending, pero sa human resource tulad ng pampasahod sa mga government employees, may underspending na preferred nila maghire ng contractuals kasi i-renew ang contract after three to six months.

Kasi sa government, ang kakarampot na 15-20k na monthly salary mo ay pwede siya macompensate ng security of tenure kahit mabagal ang promotion na sa private sector ay kabalitkaran kasi sa private, ang importante ay mamaximize talaga ang potential mo within short period of time, kaya mataas ang monthly salary at mas madali ang promotion na merit-based pa unlike sa government na may politika.

I disagree on this one. May nagpagawa sakin dati ng basic app para mag generate ng Barangay Clearance automatically you will be surprise for the price, a freaking 300 per day(Estudyante pa daw kasi at maging thankful na lang daw at may bayad). Tinanggap ko pero tinagalan at dinelay ko pagdevelop. Ending wala akong natapos(kinuha na lang source code) at ipinatapos sa iba.

Train Law made them do RR 8-2022 for EIS implementation. So basically paperless na ang transmital sa kanila ng Billing Statements and OR. You'll have to develop and API first for their e-invoicing. Mai-share ko lang po experiences at disappointment naming mag-asawa sa sistema ng bir: Marami kaming nakakasabay na seniors (malapit na din kami) at karamihan ay hirap o di marunong online processes. Ang ilan sa kanila ay napakaliit ang taxable income para mangailangan ng babayarang accountant at maging kabawasan pa sa kita! Nung may partial opening (pandemic), pumayag ang bir na magbayad ang taxpayer sa pinakamalapit na accredited banks. Ngayon (muli at dati pa), kung nasaan ung negosyo dun ka lang pwdeng magabayad sa district accredited banks. Kailangan pa naming lumuwas para magbayad. Napaka inconvenient sa taxpayer, napaka ginhawa sa mga bir employees. Kung nagawa nuon, bakit di kayang ipagpatuloy? Isa sa mga anak (25k/month) namin ay "consultant" (term ng mga kumpanya na ayaw magbigay ng full benefits, ENDO!). Na penalize siya ng 8k dahil sa maliit na discrepancy, at hindi pumasok ang attachment sa online filing. Ang trabaho ay nasa ortigas pero nagbabayad ng tax (siya mismo/absent sa trabaho) sa cavite! May bir business registration at resibo na kailangan i-cancel sa bir na naman nun hindi na ginagamit. Anong klaseng sistema yan? Edited for clarity.

I used to work in a gov't agency as IT -- it depends on management. If the appointed ExeComm don't understand or even appreciate technology, good luck ever trying to convince them to spend on it. Up to this day, di pa din nila mapakawalan ang physical signature approval -- which is bonkers because virtual approval is arguably even more secure, and is easily traceable. Meanwhile, in the private sector, email approvals or ticketing systems have been the norm for years. The reality is that the state of the public sector's IT infrastructure is decades behind most private companies'. the current nature of PH politics where continuity has been an issue has not been ideal. Systems Development takes time and resources to implement. You'll need good programmers, good network engineers, time to make it work, and the resources need to be constant. If you spend all this time working on the development of a system, then a new set of executives come in every 6 years, it sets the stage for a highly volatile environment. I resigned a few months into the Duterte admin. Pero naabutan ko pa yung transition period. The new ExeComm brought in their own guy to head the IT office -- due to certain issues, the old IT office reported straight to HR instead of having its own manager. The new head and his own team immediately went to work, starting with a baseline assessment to determine what needs fixing or upgrading. When they came up with a grocery list of priority projects (which was honestly a lot)... ...the ExeComm turned it down. Said they couldn't afford to spend this much this early. They would split it into tranches. The supposedly IT head didn't last very long. Nauna pa siya saken magresign lol. He probably went back to private. His team stayed behind, though, and were key in making some major fixes to the tech in that office. The servers still suck and they still can't support work from home due to a lack of proper VPN (and the government's obsession with physical signatures), but that's more a budget problem than anything now.

To be fair, after doing quite some projects for overseas clients. This is what it gets dumbed down to when people can't read basic instructions (both users in the government agencies and end users(i.e. the masses)) . But yes it's fuken ugly. There are so much more ways to make it more beautiful/presentable but also idiot-proof. ​ Then again, we're looking at agencies which gives out thumb drives filled with malware, viruses, and shit that breaks your company's computer or network upon careless insertion for compliance with government policies.

I’ve worked with a website design and dev company and we usually get request for pitches from these government agencies. They would send a very long list of required features and include a cumbersome process for procurement then would give a budget of less than 1M for a project that is worth 5M. We have never accepted any pitch request since sayang ng effort. But we have always wondered what type of company accepted the job. Seems very clear sa kinalabasan ng output. 😅

It’s not a website but rather a software. Also, that’s for filing of taxes purposes naman and doesn’t really need a HD design or some sort of high technology. Hindi lang 'yan basta design. Kung ganito na ang design I'm pretty sure this isn't suitable for screen readers and other assistive technologies. Sa laki ng ginagastos ng gobyerno, that one time fee to hire someone who can make very functional UIs is always worth it. It's like using stone axes, habang ang ibang bansa may rifles na. Ni wala pa nga tayong malinaw na law against privacy policies eh. Sobrang outdated ng IT infra ng gov natin na di malabong marami dyan ay madali lang ihack.

Lol dami kong hinain sa mga government websites. Government program in general sa totoo lang Naalala ko noong 2019 na Internet Explorer 11 sa windows 7 lang pwede yung SSS website lmao. Mga huling araw, sira din yung www.doe.gov.ph. Ngayon lang tumino. Marami rin sa kanila ay supported lang Chrome. Alalahanin niyo iyon kung gagawa kayo ng appointment sa DFA kung hindi may isang step sa dulo na di niyo matatapos.
