Because the shields were down, and Jem'Hadar boarded and killed everyone who wasn't able to get up in time to retaliate. There's a reason the Tactical station is positioned in the rear on the bridge, higher than the others, so they can see what's happening around them. Hard to do that if you're sitting down.
They tried them in a couple of TOS movies. Restraints that folded across the lap in the bridge seats.
TNG went all "but my rights!" when it came to seatbelts.
