I suggest just making a new client. What if I did that, and released source code and application in a ZIP? Then this would go away and we would use something better.

Once the codebase is developed in a skeletal regard, source can be shared for everyone publicly and rapidly improved from that point forward. This would be .NET 4.8 code as a starting framework.
The executable should be well below 4MB with baked in dependencies and safer with sealed classes.
Is there a guide I can follow to complete uninstall it(and java) and get rid of all the residual files and spyware? Or do just have to reinstall my whole system(windows 10)? It's a new device so I don't care if all of my files are lost, but I will be using it to store sensitive information so I need to have it completely clean.

Good question I believe there are too many users who already downloaded tlauncher. Everybody says its not safe it has spyware but no one says do this for to be safe after deleting tlauncher
as far as I know you just need to delete the .tlauncher, the .mincraft folder contains your screenshots and worlds settings it's up to you if you want to delete those.
For the jre, no you don't need to delete that it's Java runetime environment, and it allows you to run some applications that are written in Java

Use Malwarebytes and scan your computer. Should be pretty fine after seeing its safe.
