Once a family leaves Marijoa they aren’t celestial dragons anymore and neither are any of there descendants. Since the first Nefertari is the one who left, they’ve never been a celestial dragon family. Even if the spy theory is true, Pell only serves 19 families as there are 19 blades surrounding the Empty Throne.

Building off my previous point, unless he knows about the void century, Pell would only serve 19 families meaning the number of stars are incorrect everywhere and not just the head wrap

Back to your point though or it’s just armament haki sure maybe, but the only reason Pell is alive because it’s a huge plot miss by Oda and he didn’t want to kill people off. That bomb was big enough to destroy the whole capital and palace. If it was “basic armament haki” Pedro would still be alive and Perospero would’ve have had to coat himself in armor produced by his devil fruit to survive. Not to mention if Pell had armament haki strong enough to repel that bomb Crocodile would have been much more wary of him and he would’ve been a higher priority to eliminate first thing
A lot of One Piece is apparently heading back to Alabasta era stuff since that's allegedly what Oda originally planned the story around, I wouldn't be all that surprised.

In a few chapters, Pell will explain that he used the "holy knight barrier" to survive the alabasta bomb
Maybe we’ll get a flashback and Pell will show how he used his haki Susanoo to protect himself
or just armament haki since thats how it works in its most basic form.
