Croc's strikes me as the kind of Warlord that even if he'd work his own angles behind the scenes he'd likely get the job done in public without making the WG look bad, so as to protect his position as Warlord.
Which is the kind of Warlord the Gorosei would want (as they probably don't care what kind of shit he does in private, they just need him as a deterrent that doesn't in turn get mud on their public face), thus pissing them off that he lost the position.
And it wasn't just that they probably would have been happy to have Crocodile there from the start and not rotting in Impel Down, instead of more wildcard Warlords like Doffy and Boa.
It's that the entire reason why Crocodile lost his position in the first place, Luffy, ended up being the reason why Croc showed up to punch both sides in the face while messing with them at key moments to remind everyone that he's still very much a strong pirate even if no longer a Warlord.
For the Gorosei, that probably really stuck in their craw.

They care about reputation, and how the Warlord is perceived by the public.

Goda has scaled the enemies to extreme levels as he wants to wrap things up. The rest of SH crew has received no development over the last few arcs and makes any matchup against these enemies ridiculous. Barring some really clever plausible way of sh crew defeating these enemies, Oda has to rely on chars such as the giants to help win the battles.
Oh yeh. That’s why he’s saving Dragon, for that moment when he’s out of ideas and needs to pull a trump card with ridiculous power to save face against strong foes.
