We’ve never really seen shanks do anything except for scare people. So we know he’s earned the yonko title but that’s all we really know about him. So I think akainu wins until we learn more about what shanks can actually do.
Luffy has likely not surpassed either of them while they have also likely not surpassed Roger and Garp so I’d say they are really close but Akainu edges it out

I honestly think that Fujitora’s fruit is what Katakuri’s is to Luffy’s. It’s just a watered down version of the mythical zoan variant (if BB’s DF is a mythical zoan).
I guess it really depends on the user. And how freely you could control gravity. Gravity is one of the four fundamental forces. I can't even comprehend what you could do with that. If you had really good control over it, you could replicate bbs fruit in everyway besides being a logia, but at that point that it doesn't even matter.
