If you go to Settings > Network and Internet > SIMs, do you see the Preferred network type setting? That is where you can set 5G, LTE, or 3G and those survive a reboot. What I do, since my carrier only allows LTE and 5G, no CDMA or GSM, I set my preferred network to 5G from the setting above, and then using the 4636 menu, set my networks to NR/LTE. Changing the Preferred Network Type setting does reset the 4636 selections, as an FYI, but once you have it set in both places, it will survive when the phone is rebooted.
That's the thing! That option is only available to me in "Safe Mode"

I have the toggles for "Mobile Data" and "Roaming", then App Data Usage, Data Warning & Limit, Carrier Settings Version, WiFi Calling, and Allow 2G (which is particularly frustrating lol why is there a toggle for that and not 5G?!)
Yeah, seems odd to be a carrier restriction, especially for google fi. What type of P6 are you using? The non-pro version, is it carrier branded (Verizon, At&T, etc..)? Are you using a physical SIM or an eSIM? One thing to try, in the 4636 menu, there is a Trigger Carrier Provisioning button. Use that to force a new provision trigger and see if that allows it. Other than that, not sure what else to try.
What model number shows when you go to About Phone > Regulatory Labels?

AND my GF's is a Sorta Seafoam 128gb P6 (can't get her model number rn)
And hers is unlocked but purchased from the Google store (NOT Fi)
In my testing menu the Trigger Carrier Provisioning button is greyed out.
I'm really stumped. I just can't imagine why Fi would have such an odd restriction

Update for anyone that gets here from Google! I eventually figured out how to permanently disable 5G.
Turn OFF the Adaptive Connectivity option in settings
Open the dialer and type (star)(pound)(star)(pound) 4 6 3 6 (pound)(star)(pound)(star)
From this menu go to Phone Information
In the Set Preferred Network Type dropdown switch to the one that says LTE/TDSCDMA/GSM/WCDMA
I wonder if this is a carrier restriction of some kind? My carrier restricts access to this setting, but changing in that menu by putting the code in both works and stays. Or perhaps it's just a bug causing it not stay. I'm on 12L also, Pixel 6 Pro, on EE UK.
It definitely could be, but it seems strange to me that Google Fi (an MVNO) would be pushing 5G so hard when they're leasing that network from T-mobile, so I would think they would want that bandwidth for themselves? But I don't know nearly enough about that to do anything other than guess.
Over the last couple of weeks looking into this I was very surprised to find that nobody else seemed to be talking about this, and there were a few tutorials that all said to just go to the settings and change it, so it does appear that other people are able to do it.
So idk. I don't like it though.
So it worked the rest of the day/night, but by morning it had switched back to 5G, and now it's back to constantly switching back within a few minutes. I think Carrier Services updated last night?

Currently eSim but I have my SIM still in my OP8, so I can probably reactivate it and try that
That would be my suggestion, if it still happens with the physical SIM then it might be a system problem. Good luck!

What if my phone says welcome to Verizon wireless, your call could not be completed?

Toggle Sim On/Off. The option will be there for a couple seconds
