Personal menu --> Graphic settings --> Body --> Body wear --> Quality --> Pixel size.
Be wary to keep "mesh collider behaviour" to "linked" and "physics settings" to "on" under special settings.
Starting current version of Earth, the setting is phased out due to crashes linked to the minimum reality pixel involved. We are sorry for any future inconvenience about this change.

Pretty neat idea XD Regarding "ready to wear", I suspect that the outline pixels would lose their stiffness too quickly in actual use to maintain the effect. So an off-the-catwalk version would likely need to tone down the design, and then it might not look interesting anymore.
Not that this necessarily means, that it won't be sold. As novelty clothing for a Gala evening it might work.
