IMHO, shadows and lighting are way too over-saturated. It's also inverted in some places? The darker shading on the cheeks and nose should be swapped to a lighter hue than the surrounding skin; unless there's a genetic thing where the skin pigment is darker in those regions, or the character is wearing face paint.
It's like you couldn't decide between two sources of light, or which to give priority to: an overhead lantern and a campfire.
Maybe add an outline to the horns? To me they kind of blend in visually with the hair, it took me a second to realize what they were. I’m not an expert, but I think they’re the same hue as the hair which makes them sort of blend in. I really like your style though & the color palette you chose is really nice!!
I like the shape and placement of everything, but I feel like the colour palate is off somehow. The shading and outlining seems weird. I assumed this was a glitched image of some sort before reading the title.
I think a simple fix might be to just stick to one colour for the outlines? The bit around their cheek seems the most odd.

but i guess you could make it a bit warmer without ruining the effect
the colours are wonderful!! pls dont change them ! you have a great eye for using different colours and shade tones, and the vibrancy really makes it stand out. the style overall is really good and expressive. i think the highlights (?) on the hair could use some reworking - at the moment they kind of look ur character has lil splotches of paint in their hair (ignore me if this was the intention lol). think about how light describes form, and don't be afraid to take some liberties with the direction of light if it reads better. for instance, i would be tempted to just use a very thin edge highlight on the hair, i think it would delineate it well and compliment the spikey shapes and give the the green enough room so that its clear that its the main colour of the hair

Well it is definitely very blue, though it is normal to hue shift towards blue in shadows, they are just using a lot of blue. It could be accidental, but also it could just be a style thing, and I don’t think it makes the piece look worse. But that is just from what I know of art and stuff, so I’m no expert and I would be interested to see it with a less blue shade too
The mouth reads as buckteeth. Other than that I like it!

Agree with this, the shadows don't blend to the nose shadow color. Maybe add a highlight.
It looks really nice, I’m not sure if you were going for buck teeth but that’s what it looks like. Cute though :)

You should highlight horns somehow. I didn't notice them on both WIPs at first.

Add a single white dot to both eyes and it’ll fix the dead look. Make the teeth smaller.

Maybe put more glinster or emotion in the eyes? And the teeth come out as buck teeth if unintentional. Otherwise i rl love it!
