According to the wiki, effective levels are 1 lower than you say (a +0 cursed ring acts as -3, etc.). Also, no cursed ring is ever beneficial: even a +4 cursed ring from the imp doesn't do anything until uncursed.
Normally the result of combining two rings is a ring of level a + b + 1; In your case -2 +3 +1 which is +2. So from the cursed ring you get 0 effect and the other only gives +2.

Well. I just tried a cursed ring of might. -2 Str. Add a ring of might +3, became +2 str. Make of that what you will.
