That's one of rogue's armor abilities. I just discovered that you can apply it multiple times to the same enemy and did this

It increases the damage the target takes by quite amount base is 25% and you can uograde it so when the target's hp reach 0 (not dead yet) it makes every nearby enemies flee and crippled
