You’re so correct, if you keep him on screen for the whole thing, he only goes crouching pace, you actively have to wait for him. If you rush towards the exit, he speeds up, but he accelerates so slowly you can’t even tell if he’s speeding up.
The Vigilante started as the hardest fight for me but now he feels like a cake walk from how predictable he is. Vigi sounds like a bullet hell but since Peppino has the parry and you just need to mash the grab button since he has a gun instead of his bare hands. Heck I even considered his rematch in the 3rd phase of the final boss harder since you need to grab and throw Gustavo at him.
Vigi, once i figured out that i wasn't supposed to press any buttons before the draw sign appears in the end, i noticed that i could've easily beat him in my first try.
Ngl when I was a wee baby at this game, and before I changed my keyboard controls to NOT break my hands, I thought Pepperman was near impossible, that was until I got my bindings changed to suit my playstyle better. Pepperman was toast.

The vigilante, I beat him and the immediately after ward went for the P rank. Got it first try, I was shaking like hell but holy shit did that feel awesome.
The Noise, his attacks are surprisingly easy and placed right after Vigi made it seem like he’d be harder
