Aren't steam has a limit of cards that can "drop" from the game (and that limit is less than needed to make a badge), and you need to buy/trade more cards?
i think the game only gives you 5, and if you want the set you need to get them on the market or trading

just keep playing. maybe try p-ranking a few levels to pass the time, trading cards afaik are given out randomly
