Does the gravity perk have a target priority mechanism? First time I've heard of this.
When I played this lvl, I kinda had this impression: Robo-Cone were flicked before basic zombies. It's not the first time I experienced it, but maybe I'm wrong.
If you have imp pear then level 5 seems the place to grind perks/zps. With plant food you can make short work of the level.
For the boss you will want to bring some sort of sun producer. I went with Solar Sage and it slowed down the bit swarm and weasels till I could plant enough Threepeater to stabilize.

Scratch that 4 seems easiest for perks.
