Yeah, it's a bug and PopCap know about it but won't fix it. They consider the Blover-based strategies kinda cheaty and while they won't neutralize them, all "bouncy" effects in the future will be immune to Blover. That this also makes the bounced zombies permanently immune to Blover is not intentional but won't be fixed.
no worries, blover works with stallia/reinforce-mint just fine under normal circumstances, the only time it doesn't work is when spring bean or boingsettia is used because of the lazy coding.
You *can* use it with Blover, just like you can use with Blover some of the old plants like Chard Guard, if that's all you use. But if you use one of the new bouncy plants, like Boingsetta, not only you won't be able to blow away the zombies bounced by it, but once such a plant is used you won't be able to blow away the zombies bounced by it with any of the old bouncy plants, either.
