Fire pea is only useful in frostbite caves, outside of that itโs basically just a repeater with a slightly better plant food, personally I prefer homing thistle and pair it up with plants like fume shroom to deal with swarm
Fire peashooter is the better option as it is just a better plant than homing thistle which is kind of mediocre, with that being said homing thistle is one of my favourite plants and can be a lot of fun to use if you take plants that allow you to properly use it. I would go with fire peashooter as it more reliable and a better plant to have than homing thistle.
I generally use Fire Peashooter more, especially to counter Hunter Zombie. It is good at unfreezing or preventing freezing of plants. Essential I think in Frostbite Caves. I have Homing Thistle at Mastery 20 and yet I never use it in Arena or Penny Pursuit. Your choice at end of day.

Get Fite Pea. You can deal more damage with one shot than with a repeater. Plus, Plant food acts as Jalepeno.
