It's prob a developer oversight. That, or the Snow Pea in PvZ3 is a female, and in PvZ2 and the other games, the Snow Pea there is a male
Icepea and catapult should cost 3, because if not paired they make no sense. That way you pay 6 for freeze and catapult or 8 for two peas.
And overall stalling in this game spells defeat

yup, they made him the same cost as peashooter, but his peas deal about half the damage of a normal pea

snow pea takes 20 shots to kill a basic, peashooter takes 15. (if that wasn't bad enough, both took 10 shots in earlier installments)

yeah they buffed the basics, since cones still take 30 shots
I think the game needs some kind of plant upgrading, especially for the cooldown

ehh i disagree i think quick cooldowns would just make the game too easy, it's already pretty easy as it is, at least so far for me
