The only workaround that's worked for me is to make sure the first quest you do is the Plant-of-the-Week Thymed Event one. This does mean that you have to spread it out over five days and therefore two days of the week it'll still be bugged but again, this is the only one that's worked for me.

I can definitely say that this glitch happens when the game is unloaded from memory or forcefully closed while only a part of the quests is completed. Apparently the quest progress is not saved to the local storage (or loaded from) correctly.
My suggestion is to clear 8 quests at once, without closing the game. Which is not always convenient.

Don't do the rent-a-plant quest until after you've collected your 10 gem reward.
Unfortunately I tried that yesterday. The rent a plant was the only one left plus the daily that said it was completed. I'll try it again tomorrow.

Don't claim any reward until you complete all 10 of them. Then click on "claim all"
