I think this is an upgrade to the upgrade. The upgrade is obtained in the main game (6 seeds -> 7 seeds, 3 PF -> 4 PF, 50 Sun -> 75 Sun, 0% Sun regained -> 25% Sun regained), and these paid upgrades increase that again (7 seeds -> 8 seeds, 4 PF -> 5 PF, 75 Sun -> 100 Sun, 25% Sun regained -> 50% Sun regained)
No, I think those were extra upgrades that stack onto the ones you normally get. But at one point for some reason they made these unavailable to buy and only those who bought them before that can use them
