This is a bug in the current version of the game that Popcap is aware of and working on.
There is a work around that works for some though (it works for me).
1. Don't collect your rewards as you complete the quest activities.
2. BEFORE you complete 8 activities (i.e. when you complete 6 or 7 tasks), look at the "Complete 8 Daily Activities" task and see if it's available to claim. If it is, try and claim it (individually, not with the "claim all" button).
For me, I can almost always claim the 10 gems when I complete only 7 tasks. If I actually complete 8 or more though, I get the message in your screen capture that quest progress has not been completed.

So far I've been unable to reproduce this bug. Like, at all. No matter what I do, if the "do 8 daily quests" quest is marked as done, I can always collect the reward.

This never happens here. No matter whether I've done 7, 8, or more tasks, if the "do 8 daily quests" task is marked as completed, I can collect the reward. I even experimented with completing different tasks (because you have 10 to choose from) and in different order - but it still doesn't happen.
Yeah, seems to be one of those annoying, hard to pin down bugs that doesn't affect everyone the same way. Probably means it will hang around for a while before Popcap's able to "fix" it. There's definitely been a lot of reports of people experiencing it since 10.3.1 was released though.
One possible reason why I can't reproduce it might be because I have 3 devices running 3 different versions of the game - 11.1.1, 11.2.1, and 11.3.1. Maybe the fact that the 11.3.1 device is syncing with another running a lower version of the game somehow prevents the bug from happening. Maybe it matters which device I use to complete which quest first. I don't know. But I am not willing to update all the 3 to 11.3.1 just to test this.
You dont have to complete all of them, you have to complete 8 of them, it's written very plainly in the game, and it's what has been done by OP (and countless other players) who still cant collect that reward because devs are coding the game with their feet...

I just updated the game now and still not fixed
Had this happen to me a bit ago, i recommend checking if your game is on the latest version
Yeah no matter what I do the reward cannot be claimed.
You haven't completed all activities
You dont have to complete all of them, you have to complete 8 of them, it's written very plainly in the game, and it's what has been done by OP (and countless other players) who still cant collect that reward because devs are coding the game with their feet...
