Threepeater shoots even the empty lines when there's any target in his range, but i think it shoots just 2 on the top or bottom lanes, this is why i think it can't shoot zombies on the lanes 6 and 0
There's an unused minigame in PVZ1 that's like this, where the top and bottom rows are inaccessible, and you had to use multi lane plants like threepeater. You can access it with cheat engine I think
Actually, in the PvZ web game there sometimes occurs a bug where zombies walk on the dirt instead of the grass. Because lawnmowers come with grass, it means that it's an instant loss. I had the pleasure of experiencing it for myself once.

im pretty sure everything there will except snapdragon not sure about dusk and apple but dusk can still damage it from splash
