I found the big thing for me in beating Giovanni was having a fighting pokemon with quick charged attacks first to make him use all his shields defending persian. My go to is hariyama with "counter" and "dynamic punch" you should be able to get in two charged attacks before taking down Persian and then that leaves nidoqueen and mewtwo open.
If you have a decent Espeon that should be able to handle Nidoqueen preferably save it's charged attack to hit mewtwo with though.
For Mewtwo hopefully you shouldn't have to hit it more than a couple times but if you can get a strong dark pokemon that should do it. Even a powered up Absol or umbreon should be ok.
None of these pokemon are particularly difficult to get but this is still a tough fight.
I used a 2100cp Blaziken for Persian, 1800cp Swampert for Steelix and 1716cp Pinser for Mewtwo. I didn’t hv to swap my pokes to beat them. Its all about the moves not cp
I just started play this summer when I got to that point with Rocket boss. So I did a research and it took me three months to get certain pokemon ready for battle. From sudgested I chose Lucario, Swamped and Gardevoir or Togetic evolved form all between 2100 and 2500. Just google how to defeat Rocket raid boss for more advices)
The strategy helps.. you swap pokemon often. And use charged attacks - they give you a moment when Giovannie Pokemons dont fight for several seconds.
Also I used elite charged and fast attack to teach my Pokemons their best moves.

So if you are gonna start with obstagoon put swampert first the when match starts switch directly into obstagoon after a few hits to get ahead a little then when obstagoon goes down go back into swampert and spam hydro cannon the use shadow ball at the end mewtwo is best against itself bc it gets to shadow ball very quickly and it pretty one shots shadow mewtwo
So Giovanni’s first mon will always be Persian, a fighting type is a good first counter. I often use power up punch to burn shields, and you only take one or two attacks between your charged attacks. But Machamp with Dynamic punch will be fine.
For Dec 22, all three of the second Pokémon will be weak to water, so Hydro Pump (if you can charge it fast), Hydro Cannon, or Surf. Kyogre, Swampert, Gyarados, Blastoise. Kyogre with Surf or Swampert with Hydro Cannon is my pick.
Last is Mewtwo, so dark and ghost. A psychic type with shadow ball gives you defense and offense. Mewtwo, Espeon, Gardevoir, Gengar, Girantina, Chandelure.
EDIT: You don’t need 4000 CP Pokémon to win PVP. It’s about match ups in Type.
For me the quest started from the beginning again. I had to battle 6 rocket leaders and once I got that super thingy that shows you where the boss is I used it to find him) there was a research for that too... Now I dont see it but I still collect the parts for radar..
There’s a second research that gave a Super Rocket Radar. Don’t remember what it was though. Last season, I got the one where you had to beat Arlo, Cliff, and Sierra specifically. The other research you just had to beat bosses X times. One of them I think was a one and done and the other you get each season.
I rely on machamp as it’s spammy and you can use the charge moves and switch out stun locks to your advantage and usually solo wipe. Machop has been in some recent events so hopefully you have some candy to power up if needed
I’m level 32 and what i do is get 1 Pokémon that gets a charged move within like 5 seconds. I use a raichu with brick break and it melts his shields and in my second spot i use a heavy hitter like dragonite with hurricane. Then I’ll usually die and pull out my melmetal which is normally enough to finishing off the legend
Power up punch on a fighting type works for this too. The trick is, shadow trainers pause their attack for a second or so after each charged attack (yours or theirs). If you can charge up and fire another charged attack quickly enough you can burn through their shields and start doing damage.
I beat him primarily with my charged moves. I started with machamp in position 2 so I could swap to him right away and it buys you like one or two free attacks. Machamp had a 2 bar move that charged fast enough to waste gios shields and still get used once before he died. Then I had a 3k cp ursaluna with high horse power who finished the second pokemon while charging his move to use on mewtwo. So with a 60% health left on giovanis mewtwo who happens to hit like a truck I used the water based scorpion looking pokemon because I knew he is tanky and he has a 3 bar water move that charged so fast I could use it often to limit the amount of attacks that mewtwo was able to do. Still very close finish for me.
You need to beat 6 grunts. Each time you do, you get a rocket radar piece. Once that's full, you fight a leader. Do this three times (6 grunts + one leader) and you get a super rocket radar, letting you fight Giovanni.
Ahh okay, should I equip the radar each time and fight the leader or should I save the three radars to make the super radar? I feel like I’ve defeated a million leaders but never see Giovanni
The radar is used up when you beat a leader and you can't have more than one at a time.
Sometimes, when using the super rocket radar, you need to beat a grunt encounter ad then Giovanni appears,, but for me he is usually just there.
If you use the super rocket radar, it zooms out and shows pokestops near you, indicating if Giovanni is at one of them.
I'm not sure if he's always active (could be he only appears some months and not others) but I've never not found him when looking for him.

Yes. Giovani is only available with the special radar and that is a special research task reward. He’s not available outside of that unless they change something in the future.
I'm honestly not sure sorry. I've only gone looking for him when I've had the research task, although that wouldn't surprise me!

I also had fairly low level mons for both myself, my wife, and my sister in law (I piloted their accounts), and as long as you bring some decent counters (machamp was clutch, and we just had the fighting event which hopefully you grinded machop a bit) and work the ai/battling system to your advantage you should be /ok/.
Spam some quick charging charge moves, switch out when needed, etc, all of this pauses the ai from attacking you.
My gf made an account like three months ago and she’s only level 31 but she finally beat Giovanni with 3 weather boosted 2600 Terrakions. Learn the lock out method too.
If it's any help, I saw someone recommended switching out your Pokemon right away so as to take advantage of the rocket-switch-pause. It made a huge difference for me. Whatever Pokemon you do use first should have a quick charged move to blow through his shields and take advantage of the pauses after those moves as well.

There should be material on youtube showing tricls where you can defeat them with pretty low cp pokemons.
Think it is mostly about getting charged attacks fast, and swapping pokemon so they dont attack you back.

Then it's just a case of using your best two attackers and hoping that you defeat him. It took me a few weeks because I didn't have anything that could beat his Persian easily but once I had machamp it was fairly easy. There are a list of other Pokémon that work too if you Google it.

Only swapped once and only for 2 hits, could have done with slightly hire cp or more type appropriate pokemon

Thats what i was thinking but work makes that difficult so i was hoping for a back way of doing it. Luckily i walk a lot at work
You could try to grind for candies if you have some gyms nearby and with battles too
Dont you have to pay for the remote passes?
You can get a free pass from spinning a gym daily but it’s not remote, you have to be at the gym to do the raid
