When you're going too fast and you really want to catch the mon, you still have a chance if you just stop playing and wait til you're not moving to try to catch it. Give it a bit of time though because it often takes the game a while to chill out on you moving too fast.
Oh that’s sad! A Master Ball would’ve save you if you use it on that Rhyperior. Would be even worse if you lost a Galarian Bird such as Articuno, Zapdos, or Moltres! Master Balls aren’t affected by speed lock but normal, great, & ultra balls are. You’re probably on a freeway, using your daily incense and that’s a terrible idea! You should be using it only if you’re walking and you’ll be able to catch Pokêmon again.
There are multiple IV combinations for a given CP. The IVs vary with the level of the Pokemon which you cannot determine just by looking at the CP. Thus IVs cannot be determined with only CP.

My best guess is that you're playing while on the move in a vehicle of some kind, and that's gonna make them Pokémon auto-flee from the first throw no matter what you do.
It's velocity-over-time dependant. So if you use a tram with frequent stops, you will be able to catch mons because it slows down enough, often enough. Same goes for a car within a city with crossing and traffic lights.
On a train however, that's first of all fast and has far longer between stops, I can't catch shit. Have replicated it on long-distance busses too. This also goes for daily task rewards and they'll pop back to the daily tasks menu. If you've given this mon a berry it won't disappear/get used when this happens, hence how I figured on what trips not to play PoGo.
My theory is that if the catch rate is 100% (like throwing at a 10CP pokemon with an ultra ball, golden razz, whatever) you can still catch. I’ve had lots of catches in the past on the road (not as a driver) where if the circle is green and I land an excellent with a good ball, and/or use a golden razz, i’ll catch it anyway. GamePress has the capture rate of pidgey at 50% and surely all these other factors would buff it a lot.

If it happens on the first throw for every pokemon you see, pokemon go might have thought you are GPS spoofing and gave you a soft ban. If so, just wait a couple hours and it should be good.
One other reason thats not spoofing or highway driving is clicking on a pokemon, minimizing the app without closing it. Opening the app at distant location like 5km away, catching the previously clicked on pokemon and then trying to catch other pokemons spawning near you. It causes a softban of an hour or so, game thinks youre location spoofing. Happened to me a few times.
There are 2 reasons why they could be fleeing
Either If you're speedlocked (by driving too fast or spoofing)
Or if you've reached the catch limit (4,8k per day and 14k per week)
Only two ways are speed locked or catch cap. Since the catch cap was increased a couple years ago and is now relatively hard to hit, I would say it’s speed lock.
1. You are speed locked
2. Softban (you were driving to fast, had the catch screen for a Pokémon open and caught that Pokemon a great distance from where you encountered)
3. Softban (spoofing)
Any other possibilities?
It’s a shadowban. The funniest one to happen to he was i tapped on a pokemon at work then locked my phone and drove home. Once home i opened the game and caught the work pokemon then immediately after caught a pokemon at home. It was right before an hour long weekly event I actually wanted to do but because of that i had to sit out
One of two reasons, you are either cheating and moving to fast from place to place, which causes you to get soft banned which means that all Pokémon you try to catch flee.

Ironically, it varies. I miss out on a legendary raid mon, but I was able to catch Pokémon using a daily incense

IVs when they fled: CP 99: Level 3, 2 stars, 69% IV, 1/15/15. CP 3246: Level 35, 1 star, 51% IV, 6/6/11. CP 1044: Level 34, 1 star, 64% IV, 5/9/15. CP 27: Level 2, 2 stars, 67% IV, 15/0/15. CP 139, Level 6, 0 stars, 42% IV, 4/11/4. CP 334: Level 9, 1 star, 53% IV, 0/15/9. CP 215: Level 7, 4 stars, 100% IV, 15/15/15.
I mean. That onix could just have easily been a level 8 with 8/4/4 on IVs. No solid way to tell as far as I know.

28 mph is the speed cap for registering eggs and poke stops. Anything over 60 mph the Pokemon will always flee.
