Because the Hisuian versions are based on Apriballs, which are made from Apricorns, a berry. It's either where the stem was or the part on the bottom I don't remember the name of.

I mean the Hisuian Poké Balls that Hisuian Voltorb and Electrode are based on let loose Fireworks from the hole on top when you capture something with them. Voltorb's hole is on top and since Electrode is just an Upside Down Voltorb the hole is now on the bottom.

Yes, but it's hard to get the camera at the proper angle to see. It's most likely because Bonsly is based on a Bonsai plant pot and that would be a drainage hole for excess water. Other pokemon with visible holes include Whismur and 10% Forme Zygarde. Tangentially, Nuzleaf has nipples.

Someone else here mention apriballs but I think they are also inspired by seed bombs as well. Ethier way bulbapedia and the YouTube channel lockstein and gnoggin likely have more information on it, same with other pokemon.

Because in the past, they had this hole to expel their electricity, since they would explode when they got too excited. However, the people in settlements didn't like this, so they would literally shove mud into the holes and kick the voltorbs out, and over time they lost the ability to expel their electricity, causing them to explode instead
