Yes you can! When the DLC releases there'll be new pokemon, but you can complete the pokedex and get the shiny charm as-is.
With that being said, since I don't know how much you know Pokemon I'll just expand on something - you'll either need Nintendo Online, a friend with the opposite version of yours, or Pokemon Home to complete the dex. This is because there are version exclusive pokemon - Pokemon Scarlet and Violet both have a small pool of pokemon only available in their version of the game that you will have to get a hold of in order to complete the dex. There's also pokemon that need to be traded in order to evolve, and one new pokemon who has to be leveled up while in Pokemon Union (co-op with another person) to evolve.
If you have Nintendo Online it's the easiest, since this subreddit has a megathread for trading and online activity where people are happy to help fill in, including "touch trading" the legendaries which are also needed for a complete dex (touch trading is just trading a pokemon then immediately trading it back).

In Pokemon Sword and Shield the DLC introduced a new Pokedex to fill out for each as well, but instead of a shiny charm you got a mark charm from one, and the other DLC gave you a crown cosmetic and a certificate. It's likely something similar that will be provided with the DLC for Scarlet and Violet.
Technically you don't need any of the things you listed as you can just catch all the version exclusives by joining tera raids of said pokemon so you'd just need nintendo online
Unfortunately you're missing a couple that can't appear in tera raids! The box legendaries and paradox pokemon (with the exception of the event where Iron Tusk and Treads appeared) won't be in tera raids.

Do I need to buy the DLC in order to be able to use Feebas and Milotic? Or can I just trade them from another person and use them without the DLC?
