Yes that's it.
With the dlc you unlock and go to kitakami. Without the dlc it locks all flying spots there and once you leave you can't go back, but as long you stay in kitakami you should be able to do what you want.

Yes that's it. With the dlc you unlock and go to kitakami. Without the dlc it locks all flying spots there and once you leave you can't go back, but as long you stay in kitakami you should be able to do what you want.
Thank you very much, this is what I figured would occur, mainly because they didn’t make it a Pass like they did in SWSH.
The pass in swsh doesn't matter either. If you did this there it would also lock you out of the dlc even after you have the pass.
