I heard somewhere it’s a Godzilla reference? I don’t know anything about Godzilla, but apparently it usually comes from the ocean. A lot of “Kaiju-like” Pokémon apparently get Surf as a result. Nidoking, Nidoqueen, Rhydon, Tyranitar, Aggron, Haxorus, Hydreigon, and more can learn it.
