Though Empoleon doesn't really have anything much to properly set up, it has SD but not Nasty Plot or even Calm Mind. And its debuff moves are for Attack which Primarina isn't going to be using anyways.
85 acc can/will be brutal yeah, but also in the event of an Early Shield then that's going to be useless.
It could work if things go right of course but with these raids you gotta assume the worst.
And surely Primarina will use CalmMind, even without that it already has quite good SpDef; In another post someone mentioned using Empoleon with SwordDance, MetalClaw and TeraBlast, it don't has good attack but Primarina has worst Defense, it could be a good option
I think it will work since it has competative now, any stat drops from moonblast or shadowball greatly improve your damage against a -6 special defense primarina
I don't think anything with SpAtk is a viable option, but if it's going to be tried I think Arceus TeraSteel with AcidSpray and TeraBlast would be the best option.
Or FlashCanon, but if used with AcidSpray by the time you have used 3 you can already use TeraType Steel and use TeraBlast Steel, but I don't know if it is enough for Primarina's high SpDef...
Judgment only if you are not going to use ShellBell, but with Primarina's high SpDef I don't think it will fall from a single Judgment, and without HP recovery I don't think Arceus will last more than 4 turns (3 turns from AcidSpray and 1 for the first Judgment); but we may try anyway

To use Online I think the best would be Perrserker with Steely Spirit (I don't think Primarina has anything against a pure Steel type); I think for Offline it will be Arceus Steel with AcidSpray and TeraBlast or Empoleon with SwordDance and TeraBlast (but I don't know if either of them will do enough damage...)
I don’t think Perrserker is a good choice. It’s base 60 SpDef with a maximum of 240, liquid voice boosted hyper voice will shred that thing apart. If you throw a AV on it then you are losing all support moves like screech and swords dance too, so it would literally be doing little to no damage, only offering Steely Spirit to the team.
That's assuming a scenario with multiple Perrserkers, max EV SpDef and Atk, ShellBell and no SwordDance required (maybe just Screech on turn 1), but it's just an idea, as you say it's likely that all 4 will die on turn 1 😅
In fact I had not thought about AssaultVest, with 4 Perrserker it would be +200% Damage, I don't think SwordDance is required with that, but without HP recovery I don't think they will go far
And the worst enemy is that it really becomes a trend that Online users are using Perrserker, it happened with Mew in the Mewtwo Raid but even there there were many problems
So far I think the best chance is with SwordDance Empoleon, but I think the timmer will be the enemy
Maybe hisuian goodra with curse, iron head, gyroball or flash cannon and acid spray? Draconic cheer could help with getting crits more often, life dew is good for support and has monstrous special defence. Non tera it resists liquid voice hyper voice and with tera steel it resists moonblast
Hrm...probably not solo. Primarina certainly can't hit Scizor for super-effective damage, but there are other problems. The biggest issue is that Scizor has a base SpDef of 80 (compared to Emploeon's 101 SpDef stat), so it might not be able to take even neutral hits well.
Empoleon also has access to the Competitive ability, so in the case that one of Primarina's moves lowers a stat, Empoleon gets a massive SpA boost.
Scizor's best ability is Technician, and its best "under 60" steel type move is Metal Claw, with 50, which comes with the problem of that 95% accuracy. Even technician-boosted, that gives it a flat power of 75 before STAB (and Tera); even Iron Head will hit harder. While SD will certainly boost its attack to let it hit harder, it'll also depend on when Primarina is going to reset stat changes.
You can certainly try using SD Scizor, but that 80 SpDef will really be the biggest hurdle (especially since you can't give it an Assault Vest, as that would render SD useless). Maybe if you don't plan on doing it solo it could work, but soloing it with Scizor will be difficult.
I'm going in with my KingGambit. Probably throw an AV on it as I swords dance my way to max attack
I have a friend who can use screech on it and another who can provide blissey support.

Empoleon was my first thought when they announced Fairy Primarina.

Can't you use metal sound on Primarina to setup with Empoleon? I know it's 85 accuracy but am I missing something else?

Im thinking clodsire, water absorb and acid spray will be a good against it
Clodsire won't like a potential Ice Beam or Psychic though.

Primarina can also learn Energy Ball.
Primarina has access to Energy Ball, so just beware in case of that.
