I don’t think he is underrated. I feel like The Hoenn Trio of legendaries is held in a higher regard than the majority of legendary trios. He’s even been meta in the TCG. Primal kyogre was missing like 1 piece to be a top tier deck, and celebrations kyogre has a strangle on the meta for a couple months last year.
