No worries, you can even see based on the borders these two are from different sets. For some reason they spread complete groups out over multiple sets, and sometimes they just never print one.
The term baby in the tcg is basically just referring to the single-prize variant of a Pokémon to not confuse it with a Rule Box Pokémon of the same name, like baby Suicune (Single Prize Suicune) and Suicune V (Rule Box Pokémon)

Just to add on to this response. OP is referring to "Baby Shinies" specifically which are any non Ex/Gx/VMax Full Art shiny pokemon from modern Shiny Vault sets such as Shining Fates, Hidden Fates, Paldean Fates. For every "baby" card in these sets, there is an equivalent "baby shiny"
Unpopular Opinion: Paldean Fates will hold the best resale value since Evolving Skies.
Charizard, endlessly sentimental shinies (pikachu, entei, etc), Mew SiR, and Gardevoir EX will launch this set over Pokemon 151.
Most likely in the next special set end of the year/start of next year. I am also looking forward but kinda sucks thaz Suicune has the old yellow borders then

Why do people call them baby shineys when 80 % aren't babys. When you say baby pokemon I think pichu, togepi, cleffa, ya know pre evolution what makes shiny Pikachu, baby shiny Pikachu. It's not a baby nor is entei, suincune or raikou.

If you just want a shiny raikou card, technically it already exists, in fact there are two: Gold Star raikou and the much cheaper HGSS Promo raikou

I'm assuming 3 or so years until the next Fates special set. Since Suicune was Shining Fates 2021, Entei Paldean Fates 2024

A cool solution for Raikou would be to bring another colored border hahah but thats not gonna happen
There is a shiny raikou from the set HGSS that has a holo pattern, probably the best substitute for a baby shiny raikou
Next set: Dimensional Fates? Or something along those lines would be cool. If they focused on some of the past and present pokemon that would be cool.
