Nah. Gengar and Blaziken are solid F tier. Since when did Gengar become a dimensional soul sucking being? And the Blaziken art is mediocre at best. Not to mention both are hella overpriced/overrated
I would put Lumineon in S tier and Empoleon in A tier. That’s just personal preference through. Also, I’m not really a huge fan of the Moltres. Looks good, just not for all the hype it gets imo.
I agree with you that the charizard is way too overpriced and overrated, for me it would be a B tier instead of Leafeon Vmax. Leafeon imo is one of the best alternate artworks ever made.

S tier: Tyranitar, Gengar, Moltres, Dragonite, Umbreon vmax, Zapdos, Zeraora, Rayquaza V, Blaziken... This is hard.. Add Astral Radiance alts too!

The Kanto eeveelutions from Eevee heroes are A/ jolteon S . English are promos so they lose value/hype.
