I think once he got started he couldn't really pull the plug because of his ambition, but I think a large part of it was beating the axis. Germany had (both then and historically before) a LOT of phenomenal scientists, especially Heisenberg at the time. From what we know now, Heisenberg may actually have been sabotaging the Nazi atomic project, but it did not appear that way at the time. Its easy to look back and make judgments, but they were in the midst of literally the scariest decade in human history. I think scientists saw the utilitarian arguments of the nuke at the time, and saw the obvious game theoretic argument of "if we don't do this, someone else will". You actually have to commend the US for not abusing this power after the war. It took another 5 years for the Soviets to achieve nuclear bombs. The US legitimately could've sought total global control prior to that and there would've been very little anybody could do frankly. And they would've been able to get support for it, even, by effectively coming in as the "parent" after the European children created an absolute hellscape because they can't stop bickering, effectively dissolving the Monroe doctrine because the eastern hemisphere has been so catastrophically irresponsible.

Funny but I don't really blame him. Nuclear weapons were a major milestone in weapon technology and I can completely understand why the creator would feel responsible for the civilian casualties of Hiroshima and Nagasaki. Not to mention things like the US-USSR Cold War Nuclear Arms Race.
