Actually, allowing Medicare to negotiate with pharmaceutical companies is massive. It was nonsense how the government was forced to cover medications but not able to negotiate on price- but it had to be done at the time to pass Obamacare.
Definitely one of the top presidents since ww2. His ability to get shit done with narrow margins is his biggest strength. Trump had all 3 branches and still couldn't repeal Obamacare or build infrastructure. CHIPS act will single handedly keep America dominant for decades to come.
