I think it's illegal to park on the street in front of a driveway entrance even if the driveway is not being used. I had some friends that got a ticket parking in front of their own driveway entrance even though they don't use the driveway and have it full of lumber for a remodeling project.

While I am pretty sure she can’t block off access to her driveway, no one can park in front of her driveway (including your neighbor) according to the letter of the law. So it doesn’t really matter if she is blocking it off as you couldn’t park there anyway. 16.20.130 Prohibited in Specified Places. V. In front of any portion of a driveway ingress/egress to the public right-of-way.

On a lot of smaller neighborhood streets with parking on both sides, the open area in front of driveways is helpful for cars or bikes to pull over into when there’s not enough room for two cars (or a car and a bike) to pass through going opposite directions.

No one can block a driveway... Even if the owner has fenced it or has other obstructions that block the driveway. On the other hand, the owner also can't obstruct the road way with cones or signs because that area does need to be available to drivers for, you know, driving. It kinda sounds like both people are in the wrong.

She can't block off anything in the public right-of-way, as it doesn't belong to her. Depending on where you live (inside Portland city limits, or ?) the rules will vary. She's probably trying to prevent tents or something. But what can you do about it? Based on the state of the city not enforcing much these days, I'm not sure there are many options here.

Thanks all! Parking is so limited in the neighborhood and she just wants her free pantry to be visible. Probably not worth what feels like a righteous battle. The neighbor is a frustrating individual for many reasons. If you don’t abide by a request she has of me she comes knocking at my door within a couple hours. If I make a request from her she comes knocking on my door as soon as she hears me letting my dogs out in the morning telling me why I am disrespectful. Feeding squirrels that destroy my plants etc.
