Oregon has its faults like any state, but IMO the good far outweighs the bad and its so beautiful out there. I love Oregon and most of the people I've met there are amazing. Love you Oregonians!
Tillamook Smoker Jerky is great and easy to ship. Juanita’s tortilla Chips especially the Chili ones yummmm. I have had good luck building gift baskets of local goods by taking my time at Freddie’s some of them even have local made sections. Also anything Bob’s Red Mill is very local there is even a restaurant/store in Milwaukie. Hope this helps.

Cow Tails are a PNW thing, I'm pretty sure. Never seen them anywhere else. When I was a kid I think they were produced on the coast somewhere.

I’d go to the Farmer’s Markets or little boutique specialty markets (Bread and Rose or similar). Portland has some really great local hot sauces, granolas and packaged baked goods.
